Cranston Rep. Introduces Comprehensive Sex Offender Bill

The bill would create an offense-based tier system and shift offender registration responsibility to the State Police.

For Rep. Peter G. Palumbo, working to enact a comprehensive sex offender registration and notification act (SORNA) is about keeping children safe.  “As long as there is one sex offender out there that we cannot account for, there is the potential for great harm, the potential for another victim,” Palumbo (D-Dist. 16, Cranston) said. For Attorney General Peter F. Kilmartin, passing SORNA is not only about a more comprehensive law that implements the provisions of the federal Adam Walsh Child Protection and Safety Act, it is also about preventing the loss of federal funding. Council To Check Piano Tech Owner's Status

The council is scheduled to review whether the owner of Advanced Piano Tech has complied with orders issued in November.

John Charles Medancy, owner of Advanced Piano Tech on Plainfield Pike, is scheduled to appear before the town council tonight at the Johnston Municipal Court, a follow-up to a show cause hearing begun in November. Tonight's meeting is scheduled to begin at 7 p.m. Medancy, who is a registered Level-II sex offender in Providence, had been found using the business as a residence, according to testimony that Johnston Police Sgt. Michael Babbitt gave at the council's Nov. 14 meeting. During the earlier meeting, Medancy told the council that because he had not yet secured his new residence in Providence, he had been using his business address. Council: Advanced Piano Tech Owner Must Vacate Premises After Hours

John Charles Medancy, a registered Level II sex offender in Providence, must also update the address on his license and registration.

In a unanimous decision on Nov. 14 the Johnston Town Council chose not to revoke the business license of Advanced Piano Tech of 1555 Plainfield Pike after a show cause hearing. John Charles Medancy, owner of Advanced Piano Tech, was charged by Johnston Police on Sep. 8, 2011 with improper use of business, due to Medancy living in his business. “It was pretty clear he [Medancy] was living there. We discovered his vehicles parked there at all hours of night. When we entered the business, we found personal hygiene products, a refrigerator with food and clothes – dirty and clean on the floor in side rooms,” testified Sgt. Michael Babbitt. Aside from the improper use of business, Medancy is a registered level-II sex offender in Providence. …
