Here are the highlights from news and events that took place in the General Assembly this year. BUDGET The $7.7 billion 2012 state budget reduced the state’s structural deficit without a major sales tax expansion and gave municipalities new tools for reducing costs, including a measure allowing them to require Medicare enrollment by eligible municipal retirees.
