From the Rhode Island General Assembly Press Bureau: A bill sponsored by Rep. Deborah A. Fellela (D-Johnston) that would prohibit banks from fingerprinting non-customers passed the Rhode Island House on June 15. Currently, some banks in the state require a thumbprint to prove the identity of an individual who is there to cash a check. “I believe a law needs to be placed on the books in Rhode Island to ban this unfair check cashing practice,” said Representative Fellela. “I have heard many complaints from constituents who have simply tried to cash a check at a bank branch and were told they needed to submit a thumbprint.
