Should Food Stamp Recipients be Required to Show ID?

Rhode Island Senator Nicholas D. Kettle has introduced legislation that would require anyone using an electronic benefits card to show photo ID.

"There are many people in our state that genuinely need these benefits,” Kettle (D-Dist. 21, Coventry, Foster, Scituate, West Greenwich) said. “People who try and defraud the food stamp program are stealing money from those who need EBT cards to keep from going hungry.”

The bill, 2014-S 2382, would require retailers check ID to verify an EBT card holder is the person trying to use the card. Any retailer who doesn't check ID will be suspended from the Supplemental Nutrition Assistance Program for one month.

“The bill is a much-needed tool to provide effective oversight of the SNAP program,” said Sen. Marc Cote, (D-Dist. 24, North Smithfield, Woonsocket) a member of a bipartisan Senate coalition supporting the bill.  “We must do all that we can to make sure that the benefits go to qualified recipients and that taxpayer dollars spent appropriately” said Sen. Cote.

The bill was also co-sponsored by Sen. Edward J. O’Neill (I-Dist. 17) and Sen. Leonidas P. Raptakis (D-Dist. 33).  It now goes before the Senate Judiciary Committee for consideration.

Interesting read: "Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing, and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control". It's in the bill of rights. Educate yourself.

WOW! Of course, there should be a photo ID for those to receive food stamp benefits. I assume that most people would think that that was a basic requirement! No one should be hungry or abuse the system. This system would assure a safety net for those in need.

This applies to every govt hand-out program. Not just SNAP-EBT-food stamps-welfare whatever feel good name you want to call it. If they are truly in need the paperwork will show that. The frauds and legacy leaches will be deservingly thrown out. I absolutely believe in helping those in NEED. extending a hand-up to those who truly need it. The Communists did not operate killing camps for entire ethnic and religious groups, although they did have slave labor camps many of whose inmates, sentenced there for thought crimes or for being "class enemies", died. Anyone who told you that Nazis and Communists were the same thing is sadly mistaken. If people refer to Nazis as communists then they haven't the faintest idea of what they're talking about. While Communism is on the far left, Nazism is considered to be far right.

I just read the Bill of Rights and it had nothing you stated in in. Are you making this stuff up. Educate yourself. You have the right to Life, Liberty and thePpursuit of Happiness. Don't say the pursuit of happiness covers your claim. It says the exact opposite of what you wrote. I have no obligation to provide you with anything but freedom. The Right to the Pursuit of Happiness means man’s right to live for himself, to choose what constitutes his own private, personal, individual happiness and to work for its achievement, so long as he respects the same right in others. It means that Man cannot be forced to devote his life to the happiness of another man nor of any number of other men. It means that the collective cannot decide what is to be the purpose of a man’s existence nor prescribe his choice of happiness.

Thank you for enlightening everyone Aspir, I forgot how elite liberals are so highly intelligent and are educated at the best elite liberal schools. Unlike us peasants who have to work hard and hope that we can scrape together enough money to make it through a public college. The one thing I don't get though is that if you liberals are so smart then why is a state ruled by liberals in the general assembly last in almost everything, except taxes and unemployement of course where we are nearly the highest. Let's not forget welfare and people on food assistance, I know liberals are so proud that we lead the nation in those areas as well. keep up the good work and make sure you work hard to get all the liberal politicians re-elected.

They should have to show ID, exept for the one's ( usually elderly or physically disabled ) who have their home-makers shop for them, then the homemaker could just show her badge.

Absolutely. No doubt about it. Not all people that receive food stamps use them for feeding their families. Some of them use to feed the habits or for cash for expenses. And if everybody that receives them are using them for food then they should not be in a uproar about showing an ID. This would cut down on fraud. And using the excuse that not everybody has an Id ?? You need an Id at Dept. Of Human services to apply for food stamps. That's a fact.

I am appalled at how easily some are led. The 1% are destroying our food, our air, our water, our oceans - so you attack the poor. The real welfare frauds are WalMart, GE, Exxon, Monsanto & their ilk. The amount of money we spend on our poor is miniscule compared to what we spend spend on corporations. How much fraud is going on? How can one even really commit fraud? I sell apparel, I can't accept food stamps. If my very sick neighbor receives food stamps & needs something from the store, the person helping would need an id? Really? Did you know food stamp eligibility is limited to households with gross income of no more than 130% of the federal poverty guideline, but the majority of households have income well below the maximum: 83% of food stamp households have gross income at or below 100% of the poverty guideline ($19,530 for a family of 3 in 2013), and these households receive about 91% of all benefits. 61% of food stamp households have gross income at or below 75% of the poverty guideline ($14,648 for a family of 3 in 2013) The average food stamp household has a gross monthly income of $744; net monthly income of $338 after the standard deduction and, for certain households, deductions for child care, medical expenses, and shelter costs; and countable resources of $331. These are frauds? You people should hang your heads in shame.

You forgot to mention most of these people get free food, free or highly subsidized rent, free medical, dental, eye ware, telephone, heating assistance, transportation & their children get free breakfast and lunch at school. I could go on & on. I say they should hang their head in shame! The minute you mention the 1% buzz word you showed yourself as a selfish, uninformed, jealous, bleeding heart liberal. If it were not for the rich these people would eating each other.

If you cannot afford children don't have them. My wife would have loved four to six children but we could only afford two. We brought them up with out a dime of other peoples money. Paid for their college and grad school with our own funds. unfortunately they were not scholars until college so they receive nothing in scholarships or grants. They graduated without loans and both have great careers. Even now she si sorry we didn't have more children. I am not ready to support someone else that had did not plan a thing. It always hungry children we are talking about, This topic is about requiring ID to slow food stamp fraud not starve children. And Janis-If your business is selling apparel and you had no scruples you could get benefit cards or cash from EBT cards. Like I said they are another currency. In the 60s I drove a taxi in South Providence and many times at the end of a fare the passenger would pay in food stamp. It was either take the food stamps (physical coupons) or get stiffed out of the fare. It happens all the time. We don't want any children or adults to be hungry we just want to stop the widespread fraud and hopefully have people make better life decisions. Russell, could you please elaborate.

Wow its amazing how people comment. The question was SIMPLY should foot stamps recipient's have to show ID. TOO CUT DOWN ON FRAUD THE ANSWER IS YES. Not who deserve it, anybody that needs helps can get them. Just show ID when using. I know for a fact that some people sell their food stamps for cash. Its discussing and fraud. Just show ID

DEB, this topic is boring so some of us like to spice it up. Did you know that if a boyfriend lives with a women on food stamps the boyfriend has to sign a document that he will not eat the food that is purchased on food stamps. little known fact.

People do need to reapply for the programs every year. And if you are on food stamps you know the other people in the household are supposed to write letters stating the person applying is responsible for there own food. Also the person on food stamps can list another person that is able to use his/her account. As far as "if you can't afford to have children then don't", many people have had to enlist in the programs help because of circumstances beyond their control and are honestly embarrassed to even need the help. When choosing to have children, you never know what may happen in the future. Ues, there are WAY TOO MANY that abuse the sytem. But not every one does. But ABSOLUTELY ID'S should have to be shown!!! I have heard of so many people selling their food stamp card every month for some % of cash.

This would violate Federal Law, EBT recipients cannot be treated differently than a person who is not an EBT recipient. If you want to pass legislation like this then RI would have to require EVERYBODY to show an ID whenever you make a purchase with a credit/debit card or check. Requiring someone to show an ID is not going to fix the fraud problem!

Laurie. this is America and any woman that wants to have kids she should be allowed to have them. For instance I feel if she has 3 kids, for the good of America she should choose 2 of her favorite kids to keep and have to give the third one back to the government. This does not sound as bad as it is. Keep in mind that there is always one kid that is not as good as the other two. The government would then sell that third kid on the open market, those proceeds would then fund the welfare programs. That program would become a thriving business and could start funding itself. No tax payer cost.

Yes they should show id. There is so much fraud and misuse of a system that was designed to help those in need. Its pathetic that recipients are buying weed, booze, and other items that the assistance was not meant for. Problem with Government assistance is that your training people to be lazy, and not take responsibility for their own lives. This country was built on hard work. Now its being torn down by no work. Eventually the money is going to run out. The ambitious can't support the bums forever.
