Resource Recovery, JR Vinagro Granted Licenses By DEM

The RIRRC permit allows expansion of the Central Landfill to a sixth area, while Vinagro can now handle construction debris and commercial waste.

DEM has issued solid waste management facility licenses to the RI Resource Recovery Corporation (RIRRC) for the Phase VI expansion of the Central Landfill, and to JR Vinagro Corporation for a new construction and demolition debris processing facility and transfer station.

RIRRC applied for a solid waste landfill license to open and operate the 103-acre Phase VI of the Central Landfill located at 65 Shun Pike in Johnston. The proposed Phase VI is located immediately northeast of RIRRC’s existing solid waste management facility. Phases I through III of the Central Landfill are closed, and Phases IV and V are nearing capacity. The Phase VI area is expected to provide 17.5 years of disposal capacity.

A public hearing was held on the RIRRC application on October 13, 2010. Comments from the public were received at the public hearing and during the 30-day comment period. The Department of Environmental Management reviewed and responded to all of the comments received.

As a result of the review process, the Department has attached 21 operating conditions to the RIRRC license.

JR Vinagro Corporation submitted a license application for a new construction and
demolition debris processing facility and transfer station at its facility located at 116 Shun Pike in Johnston. The new facility will accept up to 2,000 tons per day of construction and demolition debris, in addition to up to 500 tons per day of commercial solid waste at the transfer station.

A public hearing was held on JR Vinagro Corporation’s application on October 15, 2010. All comments received at the public hearing and during the public comment period were in support of the facility. Therefore, the Department did not respond to any of the comments. As a result of the review process, the Department has attached 18 operating conditions to the JR Vinagro Corporation license.
