Council: Advanced Piano Tech Owner Must Vacate Premises After Hours

John Charles Medancy, a registered Level II sex offender in Providence, must also update the address on his license and registration.

In a unanimous decision on Nov. 14 the Johnston Town Council chose not to revoke the business license of Advanced Piano Tech of 1555 Plainfield Pike after a show cause hearing.

John Charles Medancy, owner of Advanced Piano Tech, was charged by Johnston Police on Sep. 8, 2011 with improper use of business, due to Medancy living in his business.

“It was pretty clear he [Medancy] was living there. We discovered his vehicles parked there at all hours of night. When we entered the business, we found personal hygiene products, a refrigerator with food and clothes – dirty and clean on the floor in side rooms,” testified Sgt. Michael Babbitt.

Aside from the improper use of business, Medancy is a registered level-II sex offender in Providence. Rhode Island state law requires offenders to register in their community of residence.

Police also cited that Medancy had his vehicles registered to the 1555 Plainfield Pike location and had the same address listed on his license.

Medancy offered a response, indicating that his license and registration at the business were merely based upon him not securing his 36 Carter St. residence in Providence yet and he checked in with the police station every day, up until that time.

“Short of taking this man’s livelihood away, is there anything we can do?” said Council President Robert Russo (Dist. 4).

William Conley, legal counsel for the town council, recommended that Advanced Piano Tech set regular hours of operation and that Medancy vacate the premises after operating hours. He would also have to change his license and registration to reflect his 36 Carter St. address in Providence. 

This matter was continued to Jan. 12, 2012 for confirmation of compliance.

Other items of note:

  • Four businesses: , , and will have to address minor fire code violations before liquor licenses will be renewed. A letter to the town clerk substantiating that the conditions have been met is required.
  • The town council approved 13 out of 14 new businesses; the one not approved, Lakeview Stables, 7 1/2 Taylor Road, seeking a kennel license for a dog kennel, was continued to the next meeting due to the owner not being present.
