Leap Year: Thanks to a little discrepancy between the Gregorian calendar and the actual movement of time, an extra day is added once every four years — and today is that day. Wintry Mess: Today's JohnstonPatch Weatherbug forecast calls for increasing clouds and a rain and snow mix to begin around 3 p.m., with alternating bursts of snow, sleet, and rain overnight and into Thursday.
