Three Convicted Sex Offenders Caught In Sweep

A multi-department task force arrests three registered sex offenders, and a fourth resident on weapons and drug charges.

arrested four residents following a sex offender sweep on Sept. 8 which included the local department; the Sex Offender Law Enforcement Multi-disciplinary Network (S.O.L.E.M.N.); U.S. Marshals; and Rhode Island State Police.

The purpose of the operation was to ensure that convicted sex offenders are living at the addresses where they are registered, according to a Johnston Police Department press release.

The sweep resulted in the arrests of Glenn M. Geary, John Madancy, and William Poland, all listed as convicted sex offenders. Officers also arrested Peter Buco, who lives with one of the three, on weapons and drug charges.

Geary, Madancy, and Poland were arraigned on Sept. 9 at Third District Court in Warwick. Madancy was held at the Adult Correctional Institutions in Cranston until he posted surety bail on Sept. 14.

Geary and Poland also posted surety bail on Sept. 14, and Poland is scheduled to appear in Sixth District Court on Nov. 14 on felony weapons charges.

Buco was arraigned on Sept. 9 and released on personal recognizance until a Nov. 14 court date.

The task force arrived at the apartment shared by Geary, 48, and Buco, 30, at 688 Killingly St. at around 6:30 p.m. on Sept. 8. Johnston Police Ptlm. Jared DeAngelis stated in his report that he, along with the task force, located Geary and Buco at the residence. Geary gave the officers permission to enter and search the apartment.

DeAngelis stated that he saw marijuana paraphernalia in plain view on the living room table when they entered the apartment. Buco allegedly opened the table to reveal the location of the marijuana and stated the marijuana belonged to him, according to DeAngelis’ report.

When asked if there were other items the officers should know about, Geary and Buco reportedly led the officers to their bedrooms, where Geary allegedly had two pellet guns, a survival knife, brass knuckles, two Chinese throwing stars, and nunchucks, according to DeAngelis’ report. Police charged Geary with possession of prohibited weapons other than firearms, and weapons possession by a person convicted of violent crime.

Geary is listed as a Level I sex offender by police. He pleaded no contest to two charges of second-degree child molestation on Sept. 7, 2005, and in July, 2009, pleaded no contest to a charge of sex offender registration following an arrest by the Johnston Police Department.

Buco had large knives, a pellet gun, and smaller knives in his dresser drawer. Police charged Buco with possession of marijuana, first offense, possession of a schedule substance, and having prohibited weapons other than firearms.

The task force then went to 1555 Plainfield St., at around 7:30 p.m. that same night. Johnston Police Sgt. Michael Babbitt, along with members of the SOLEMN task force, arrived at the address to locate Madancy, 51, at Advanced Piano Technology.

Babbitt stated in his report that Madancy’s registered address is 36 Carter St., but Babbitt had observed Madancy’s vehicles parked at his business location on Plainfield St. during the day, evening, and nighttime.

On Sept. 8, Madancy answered the door and provided a driver's license with the address of 1555 Plainfield Pike. The officers also observed items in the kitchen area and bathroom that indicated Madancy was living there. Police charged Madancy with sexual offender address change. He also has three active warrants from Miami-Dade Police Department, but Miami does not want to pursue rendition for Madancy, according to the police report.

Madancy, a Level II sex offender, pleaded no contest to an amended charge of second-degree child molestation on Nov. 16, 1992. An original charge of first-degree child molestation was dismissed. Madancy also pleaded no contest to a charge of sex offender registration in 2008 following an arrest by the East Providence Police Department.

Police also charged Poland, 58, of 273 Greenville Ave., with possession of firearms by a person convicted of violent crime following his arrest on Sept. 8.

Johnston Police Det. Thomas Dwyer responded to Poland’s residence with the SOLEMN task force, and Poland allegedly gave consent to the officers to search his home.

Poland had a pad lock on his bedroom door which he removed for the officers, and when Dwyer opened the door, he reported, he found loose shot gun shells and boxes of shotgun shells on a table. Poland reportedly told Dwyer four shotguns and a rifle were under his bed, and that he owned the guns because he is an avid hunter.

According to police, Poland is a Level I sex offender. He pleaded no contest to a charge of first-degree sexual assault on Nov. 12, 2002, following an arrest by the Pawtucket Police Department.

The SOLEMN task force is sponsored by the United States Marshals, according to the Johnston Police press release. SOLEMN Investigators in Rhode Island include members from the Burrillville, Central Falls, Coventry, Newport, North Kingstown, West Warwick, and Woonsocket Police Departments. Members of the State Police Internet Crimes Against Children also took part in the sweep.
