State Police Nab Murder Parolee on Warrant

Troopers arrested Victor St. Hill, who had served time for a murder conviction, and two other Johnston men over three days.

 

Rhode Island State Police reported that officers arrested three men from Johnston in three days — including a parolee — on outstanding court warrants.

On June 27, members of the State Police Intelligence Unit arrested Victor St. Hill, 38, of 725 Branch Ave., on a parole violation warrant.

St. Hill was on parole after serving about 13 years of a 25-year sentence imposed for a second-degree murder charge that had been reduced from a prior count of first-degree murder.

In 1998, state prosecutors first brought charges against St. Hill for the 1995 murder of Grady Bolden in Providence. That trial ended with acquittal on a charge of conspiracy to commit murder and a hung jury on charges of first-degree murder and conspiracy to possess, manufacture, sell, or deliver drugs.

A second trial, begun in October, 1999, resulted in St. Hill's conviction on the murder and drug charges, which St. Hill later appealed to the state Supreme Court.

On Aug. 5, 2005, the high court overturned the first-degree murder conviction, and in 2007, St. Hill pleaded no contest to a reduced charge of second-degree murder.

Following his arrest, state police officers processed St. Hill at the Lincoln Woods Barracks, then turned him over to the Adult Correctional Institutions, Cranston.

The next day at 7:40 am, troopers arrested Jason Dauphinais, age 24, of 17 Taunton Ave., on a warrant issued by Sixth District Court for failure to appear at a hearing on a driving with a suspended license charge brought by State Police.

According to court records, Dauphinais had been due to appear on June 14 to make a payment toward the $542 fine imposed after he pleaded no contest on Jan. 13.

Dauphinais also pleaded no contest to two other suspended license charges, one brought by North Providence Police in December, 2011, and another brought by West Greenwich Police in April, 2011.

Troopers brought Dauphinais to the Lincoln Woods Barracks for processing, then transported him the same day to Sixth District Court, where court records show he made a payment toward his fines.

And on Friday at 4:45 pm, following a complaint received by Trooper Karlene McTaggart at the Scituate Barracks, officers arrested Damian Crisafulli, age 56, of 79 Hopkins Ave., for violating a no-contact order.

Online court records show that the order had been imposed following Crisafulli's arraignment on Apr. 18 in Sixth District Court on charges of felony stalking and making obscene phone calls brought by State Police.

Officers held Crisafulli at the Scituate Barracks pending arraignment.
