Police Log: Aug. 20 to Aug. 23

This is a summary of reports provided to JohnstonPatch by the Johnston Police Department for August 20 to August 23. It does not indicate a conviction.

Bench warrant arrest:

arrested Carl V. Melise, 18, of 180 Federal Way, on a bench warrant for failure to appear in court. On Aug. 21, Melise reportedly drove past Ptlm. Joseph Salvadore as he patrolled an area on Hartford Avenue. Salvadore said he saw that Melise’s car did not have a front license plate and Melise allegedly was not wearing his seatbelt. Salvadore stopped Melise and after running a check on Melise’s identification Salvadore discovered Melise had a bench warrant for failing to appear for a possession of marijuana charge. Melise was arrested, arraigned and released on bail.

Police arrested Shane J. Ingelsby, 24, 100 Ashland St., Jewett City, CT, following an accident that took place at the intersection of Hartford and Reservoir Avenues on Aug. 23. Ptlm. John DeAngelis responded to the intersection at about 2:15 p.m., where the driver of a 2007 Hyundai told DeAngelis she was stopped at the traffic light when her car was struck from behind by a tan Audi. She pulled her car into the driveway of the nearby Johnston Fire Department and the driver of the Audi, Ingelsby, allegedly got out of the car he was driving and asked if she was okay. She told him she was fine. Inglesby allegedly said he was going back to his car to call the police. When he got back into the car he quickly drove off, according to the police report.

Patrolman Philip Veins located the disabled Audi on Route 101 in Scituate. Ingelsby was arrested and transported back to the accident scene and identified by witnesses as the person who drove off following the accident, according to the police report. Ingelsby allegedly told DeAngelis he drove off because he had a suspended Connecticut driver’s license. He also informed DeAngelis that the car was not registered or insured.

The license plate on the Audi allegeldy was a stolen plate. Ingelsby was arrested on a charge of duty to stop, accident resulting /damage to attended vehicle, receiving stolen goods, driving after denial, revocation, or suspension of license, and a bench warrant from third district court. He was arraigned and released on $3,000 personal recognizance.

Prescription drug arrest:

Police arrested Vincent D. Parrillo, 25, on a charge of possession of a schedule II substance, possession of schedule V substance, and driving in possession of controlled substances. While patrolling the area of Killingly St. on Aug. 23, Johnston Police Sgt. David Alverson noticed combination license plates on a Chevrolet Camaro. Alverson learned the plates did not have an active registration. He stopped the driver of the Camaro, Parrillo, and Parrillo allegedly admitted the car was unregistered, according to the police report.

Alverson informed Parrillo that the car would be towed and asked him and his passenger to exit the car. Alverson and Johnston Police Patrolman Joseph McGinn conducted an inventory search of the vehicle. During the search the officers located a cigarette box containing suboxone pills and oxycodone pills in a cellophane bag. Parrillo was arraigned and released on $2,000 surety bail.

Motorcycle accident:

Patrolman Matthew V. Leveillee responded to a report of a motorcycle accident near 96 Peck Hill Road around 7 p.m. on Aug. 23. When Leveillee arrived at the scene, members of the Johnston Fire Department were aiding motorcyclist David G. Mink. Mink was lying face up against the utility pole. Mink was conscious and allegedly told Leveillee he was driving north on Peck Hill Road when he lost control of his yellow Honda VTR2000F.

The motorcycle swerved and Mink went down with the Honda and slid into the utility pole. The Honda continued to tumble forward before coming to rest on the lawn about 15 feet away from Mink, according to the accident report.

Mink complained of leg, chest, and back pain. His right leg was “turned awkwardly,” and the fire personnel stated Mink’s right femur was “most
likely broken,” according to Leveillee’s report. Mink was wearing a helmet, riding boots, gloves, and a riding jacket at the time of the accident. The Johnston Fire Department transported Mink by rescue to Rhode Island Hospital.

A witness told Leveillee that Mink allegedly cut off the car she was riding in. She told Leveillee Mink “popped a wheelie” and when he brought the front wheel back down to the pavement the motorcycle began to swerve, according to Leveillee’s report. A 25-foot gouge started in the roadway and ended at the point of impact with the utility pole. The pole sustained minor damage.
