Man Arrested Following Series Of High-Speed Chases

Johnston Police charged a Providence man after he reportedly fled from three separate officers.

charged Paul Bulgin, 26, of 30 Gelser St., Providence, with one count driving with a suspended license, one count of reckless driving, and three counts of eluding police, all felonies, on Feb. 4.

Ptlm. Jared DeAngelis wrote in his report that on Feb. 3, he spotted a black 4-door Acura with an expired registration sticker stopped at the traffic light of Route 6 and Atwood Avenue. After checking the registration, DeAngelis learned the plates were last registered to a different car.

The car continued south in the northbound lane of Atwood Avenue and went through the red light, DeAngelis reported.

DeAngelis reported that he pursued the vehicle with his lights and sirens on at a speed of 50 mph in a 25-mph zone, but lost sight of the vehicle near the intersection of Atwood Avenue and Plainfield Street.

Ptlm. John DeAngelis then reported that he saw the car traveling toward him on John Street and turned his patrol car around to pursue the Acura.

The driver, later identified as Bulgin, reportedly sped up, went through a red light, used the breakdown lane to pass cars, and drove about 20 mph faster than the speed limit before traffic prevented the officer from chasing him further, according to the police report.

Ptlm. Adam Parkinson then reported that he located the vehicle as it traveled toward him on Shun Pike. At the time the driver was doing the speed limit and drove past Parkinson.

“The operator and I exchanged a protracted glance at each other,” Parkinson wrote in his report. When Parkinson turned on his cruiser's lights and followed Bulgin's car, Bulgin allegedly sped up to about 60 mph, crossed the double yellow line on the road to pass other cars, and fled to Interstate 295, where Parkinson said he lost sight of the car.

Johnston Police issued an arrest warrant for Bulgin after checking the registration plates on the car, and Providence Police arrested Bulgin on the warrant on Feb. 4.

He was arraigned in Third District Court, Warwick, and ordered held on $5,000 surety bail until a scheduled a pre-arraignment hearing on April 9.
